FUNDING

There is a threat of the community not being able to raise enough funds to create their vision. 

ABANDONDED

The site has been abandoned for many years and not been open to the public. It is well known for significant vandalism and anti-social behaviour.

With possible expensive design actions, such as retrofitting of Millennium Mills, there is a threat to the profitability and return on investment for the site.
